Hello, I’m an inmate at Haynesville Correctional Center, and I’ve been for a few years. I’d like to report an issue that includes treatment of Staff Operations at this level two, etc. I’m concerned for the incarcerated people, well, people’s well being, and have been for most, if not, in my entire sentence being here. My reasons for reporting include constant and indifference involving inmate mental and medical conditions that are frequently uncared for or have extreme lack of care for; preventing basic needs, such as the use of the restroom, when one extreme idea is to go, leading to people having to piss in a bottle, get a charge, or spoil themselves, etc, etc. Holding one’s bowels can bring an individual an immense amount of pain, which can be considered cruel and unusual punishment.
People with panic attack disorder like myself aren’t taken into account properly. I’ve been in situations where I was compelled to poop on the rec yard due to constant denial of the use of restroom. This was quite embarrassing and quite uncivil. It is also on record that it occurs with individuals, and yet it still happens. For example, my grievance number, HCC 24 WRI 01175, which happened in 2024. Another incident occurred in 2025 with the written complaint number, HCC 25 WRI 0143, in which I was, in a sense, forced to hold my bowels, as well as others, for hours, which in this case caused me pain for that time unnecessarily. During this incident, my panic attack disorder kicked in, which caused my body many unfortunate symptoms where one was affecting my ability to stand, almost collapsing to the floor; not counting all the other symptoms, like peristalsis, tightening of my throat, affected vision, etc. During this I was ordered and made to crawl back to my seat, even though I had asked to use a restroom. While my condition affected me, being in pain and denied use of the reasonable basic facilities, I was also periodically laughed at by many staff present which was dehumanizing and embarrassing, not counting unpleasantly unpleasant and unprofessional.
To continue more on the reasons like, I contact you, which include some staff threatening charges or worse, abusing their power, falsifying paperwork, evidence disappearing, people found guilty when they shouldn’t have, mail being withheld or tampered with. Some COs making up their own operation procedures which don’t exist, not guiding people to the procedures they say exist, unjustful retaliation, or even targeting of inmates if they let the truth be known of what’s happening or other reasons; staff not being in compliance with the use of the body cameras being on, verbal threats of violence, deliberate interference on grievance procedures, and such. An example of them deliberately interfering with the grievance process, as includes my previously stated written complaint, number HCC 25 01431, in which three subsequent resubmitted grievances were resubmitted due to needed corrections.
However, not only did none of those grievances have log numbers on them, two of the three were stamped and stapled and returned to me with a response as usual, but the third one was stabled but not stamped by the grievance office – still had no number and no reply. I felt as if they were deliberately interfering with the process and had exhausted all possibilities, so I sent my originals and request for them back to Mr. Rick White, Regional Administrator, in hopes to solve this issue. Plus, by stating what I did on record, if my proof were to disappear, this recording is my backup. The date of the written complaint is 12/5/25. My grievances dates are 12/10, 12/17, and 12/22/25. In terms of mental health, even knowing my psychiatrist was switched after it unnecessarily. It got to the point where I put in a grievance, HCC, 24 WRI 01571, as an example, and another grievance that was withheld dealing with false operating procedures that are made up is, HCC 24 WRI 00882.
To continue, there is a CO here that harasses inmates and even female staff unprofessionally, and sometimes sexually, that has been der-anked, moved here, and yet still works for DOC. Selective punishment has been frequently used my whole time here, as in taking away rec yards, day room, hot pots, microwaves, phones and etc., for one or a few people’s doing. Oddly this level two is very restricted on multiple fronts, and in some areas, more at higher levels, such as reducing commissary items for rec time or in general, no dice allowed to play any sorts of games, no card trading games, and so on so forth. As a lower level, I thought we’d be able to have more possibilities than a higher level, but it seems as if we’re treated as a higher level. And when the higher ups come to check everything, doing, you know how we’re treated, everything reverts back once they leave. These are areas I’ve remembered about which all affect a person’s well being. That’s [unclear]. Thank you for your time.
