This is part one of the lecture “Letter to the Coleman Law Firm About Corruption in Lancaster Prison,” by General Divine Minister Sinque-El. On 5/9/2026 I was called into the day room at 10:30am to receive a quarterly package. However, there was no property officer/CO present, whatsoever. CSPLAC [California State Prison, Los Angeles County] persists in the illegal practice of allowing predatory gang member inmates to issue and distribute quarterly packages to the developmentally disabled person inmates in the enhanced outpatient program – alone, unsupervised, and without supervision – in flagrant violation of CDC policy and procedure. No other prison does this, as it promotes and permits robbery, theft, extortion, and exposes vulnerable inmates to violence and endangerment.
On 1/31/2026 these exact same predatory gang members issued quarterly packages and stole several items out of my package and that of many other inmates. I filed a citizen’s complaint, 602, in that matter. However, the sergeants denied my grievance as frivolous, to cover up for this corruption, and I advanced the 602 to the Office of Grievance, and filed a state claim lawsuit in the court, which is currently being litigated. Yet, CSPLAC continues to allow the same inmate workers the privilege of preying upon the population of the EOP program [Enhanced Outpatient Program] as one of the perks of their jobs, and the assigned property officer/CO feels that he is above the department operational manuals and CDC policy and procedure and does not have to do his job.
By this being, the EOP program and SNY Yard [Sensitive Needs Yard], these predatory STG [Security Threat Groups] gangs impose an extortion fee and demand that people who have resources and receive quarterly packages and go to store, pay up a percentage to their gangs, and the prison staff know this and are helping them do it. In the interest of justice and equity, this illegal practice must cease and desist. CSPLAC has no right to knowingly and deliberately place me at the mercy of their predatory inmate agent gang members when I exercise my right to order a quarterly package.
