My name is Charles Carrington, number is HS 1233. I’m reporting from SCI Fayette. On March 29, 2024, I was transferred from SCI Rockview to SCI Fayette. Upon arrival, I immediately informed the R2 officers that I’m Muslim and fasting, therefore I can’t eat until after sunset. Around 7:40 pm, Ramadan meal trays were passed out to all Muslims fasting, by the officer. I was not given a tray. I asked, “Where’s my tray?” He said he’ll check. He never returned. I pressed the intercom button in my cell, asking Sergeant Wooldridge, “Where’s my tray?” He replied, “You are not on the list.” I continued to ask for my tray as well as a lieutenant on site to speak with. I was denied all three. Around 8:30 pm, Sergeant Wooldridge did a round on the unit. He kicked and shook my cell door till the towel that covered the window fell. Inmates normally put a towel on the window to cover up when they’re using the restroom. After the towel fell completely off the door, exposing myself, he said, “There you are.” He went back inside the officer station and immediately came over my cell intercom and said, “You’re going to find out how we do things here. Keep your effing door uncovered.” I asked, “Where’s my tray? I haven’t ate all day.”
During this verbal exchange, Sergeant said, “I would have hung you from that noose,” referring to noose hangings at SCI Rockview, that I reported. I immediately begin to panic. I informed [site] Miss Graff and Lieutenant Gutty what was said. I filed a grievance both Lieutenant Fleeglel [sp] and facility manager Walker failed to investigate; sergeant starving me and threatening. In both responses, lieutenant and facility manager said I didn’t eat because I refused to, which is false. Policy and procedure states when inmates refuse meal trays, it is to be documented, and they’re to be evaluated by medical staff after each refused meal. This was not the case because I was starved. Staff here operates arbitrary to PADOC policy, and the facility manager has turned a blind eye to staff treating inmates less than human. The entire administration needs a complete rebuild. Please help me hold staff to professional conduct towards inmates.
